On 05/08/2022 at 5:20 PM officers observed a vehicle in the area of 15 Main Rd.  Officers observed that the female operator and male passenger were not wearing their seat belts.  A motor vehicle stop was initiated as the vehicle entered Hilton Street.  Upon making contact with the vehicle occupants, the female (later identified as Kayla Cowdrey) and the male (later identified as Joshua Cummings)  stated that they did not have any identification and provided officers with their names and dates of birth.   While present at the front passenger window of the vehicle officers observed various items in the vehicle which were suspected to be drug paraphernalia.

During continued investigation with Cowdrey regarding her true identity, she subsequently admitted that she had provided her sisters information and reported that she did not currently have a valid driver’s license. Cowdrey was then placed under arrest for Obstruction of a Police Officer and Driving Without a License.  During inquiry regarding any contraband in her possession, Cowdrey disclosed that she currently had drugs concealed inside her pant leg. Upon conducting a search of this area officers located two (2) bundles of blue glassine bags, each containing a powdery substance believed to be fentanyl.

During continued investigation with Cummings regarding his true identity officers determined that he had also provided false information.   Cummings was placed under arrest for Obstruction of a Police Officer. Cummings subsequently identified himself and admitted to providing a false identity to police in an effort to evade arrest for multiple outstanding warrants from the State of Massachusetts.  During inquiry regarding any contraband in his possession, Cummings admitted that he currently had drugs concealed on his person. Upon a search of Cumming’s socks, officers discovered a small glass jar containing white rock and brown rock substances, suspected to be crack cocaine.

During a search of the vehicle officers located a compartment underneath the front passenger seat where Cummings was seated. Within the compartment officers located two plastic bags containing approximately 800 blue glassine bags. Each glassine bag contained suspected fentanyl. Additionally, within the compartment, officers located a plastic bag containing a large quantity of a white opaque rock substance which was believed to be crack cocaine.  Officers also discovered an additional bundle of appropriately thirty blue glassine bags believed to contain fentanyl, additional bags / glass jars of white powder and rock like substances believed to be cocaine and crack cocaine, a partial Alprazolam 2mg pill, and twenty-nine Suboxone films.

Officers also discovered four digital scales, boxes of plastic sandwich bags, and a bag of black rubber bands.  Six cell phone were also discovered.

Officers discovered a bag behind the driver’s seat.  Inside the bag was a black Ekol Jackal Beretta Model 92 9mm handgun. Officers additionally located a Bowie style knife, a machete, and a folding knife within the interior of the vehicle. Neither Cowdrey nor Cummings possessed a license to carry a concealed firearm.

The fentanyl seized during this incident collectively weighed approximately 200 grams and the crack cocaine collectively weighed approximately 50 grams.  Cowdrey and Cummings were  arraigned in Newport District Court on 05/09/2022.  Both were ordered held without bail.

Joshua K. Cummings (34 years old), 2669 South Main St., Apt. 1, Fall River MA was charged with:
