Colonel James N. Costa – Chief of Police

The Tiverton Police Department operates under the leadership of Chief James N. Costa, who holds command authority over all divisions and operational functions within the department. As the highest-ranking officer, Chief Costa is responsible for overseeing law enforcement operations, ensuring public safety, managing departmental resources, and maintaining community relations.

All administrative and operational decisions flow through the Office of the Chief, where Chief Costa provides strategic direction and upholds the department’s mission of professionalism, integrity, and service. He works closely with community leaders, government officials, and residents to strengthen trust and collaboration between the police department and the public.

Major Michael C. Miguel – Deputy Chief of Police

Deputy Chief Michael C. Miguel serves as the second in command of the Tiverton Police Department, working directly under the leadership of Chief Costa. He provides executive oversight of the department’s four major divisions, ensuring consistent performance, accountability, and adherence to professional standards across all operational areas.

In addition to his administrative responsibilities, Deputy Chief Miguel leads the department’s Internal Affairs function, coordinating all administrative and criminal investigations involving Tiverton Police Department employees. He also oversees all citizen complaints of misconduct, ensuring every matter is handled with fairness, transparency, and due process. Through this role, Deputy Chief Miguel reinforces the department’s commitment to integrity and public trust.

Captain Bryan Palagi – Uniform Division Commander

Captain Bryan Palagi commands the Uniform Division, the largest and most visible section of the Tiverton Police Department. He ensures that all patrol operations, traffic enforcement, and front-line police services are carried out efficiently and in accordance with department policies and objectives.

In his leadership role, Captain Palagi exercises sound judgment and discretion while maintaining close coordination with the Chief and Deputy Chief of Police to achieve the department’s mission.

Captain Palagi also serves as the Public Information Officer (PIO) for the Tiverton Police Department. In this capacity, he acts as the department’s official spokesperson—responsible for providing accurate, timely, and transparent communication with the media and the public. His efforts support the department’s ongoing commitment to open communication and community engagement.
